Complaint Alleges Overcrowding, Understaffing, Abuse and Unsafe Conditions Affecting Detained Youth

Sam Bernstein Law filed a federal civil rights lawsuit alleging that children housed at the Wayne County Juvenile Detention Facility in Hamtramck, Michigan were subjected to dangerous and unconstitutional conditions while in custody.

The complaint alleges that systemic failures at the William Dickerson Detention Facility created unsafe conditions that exposed detained youth to abuse, neglect and serious psychological harm.

According to the lawsuit, the facility allegedly suffered from chronic overcrowding, inadequate staffing levels, insufficient supervision and failures to protect vulnerable minors from foreseeable harm.

Allegations Raised in the Lawsuit

The complaint alleges that detained youth were subjected to conditions including:

  • Severe overcrowding
  • Inadequate supervision
  • Unsafe staff-to-resident ratios
  • Failure to intervene in abuse or misconduct
  • Denial of basic necessities
  • Inadequate access to hygiene products and clean clothing
  • Lack of educational and recreational programming
  • Extended confinement to rooms
  • Failure to protect minors from harm
  • Inadequate training and supervision of staff

The lawsuit further alleges that officials and oversight agencies failed to take sufficient corrective action despite ongoing operational and safety concerns.

Alleged Conditions Inside the Facility

According to the complaint, detained youth were allegedly denied adequate food, medication, hygiene products and meaningful access to education and recreation while housed at the facility.  The lawsuit also alleges that prolonged understaffing and overcrowding contributed to unsafe living conditions and created an environment where abuse and misconduct could occur without adequate intervention. The complaint describes what our firm’s investigation materials referred to as “A Pattern of Failure,” alleging institutional breakdowns that placed vulnerable youth at risk.
